ANTECEDENTES
En noviembre de 2021, 193 Estados Miembros de la UNESCO adoptaron la Recomendación sobre la ética de la inteligencia artificial.
Este instrumento normativo traduce el qué de la ética de la IA en el cómo de las políticas públicas, ofreciendo vías concretas para la implementación del marco ético de principios y valores universales.
La Recomendación establece que la "UNESCO garantizará el apoyo a los Estados Miembros interesados en lo que respecta a la elaboración de una metodología de la UNESCO para la evaluación del impacto ético de las tecnologías de la IA y el intercambio de mejores prácticas, directrices de evaluación y otros mecanismos y trabajo analítico.
"Una de las herramientas fundamentales que la UNESCO propone para aplicar la Recomendación es la Metodología de Evaluación de Preparación (RAM - Readiness Assessment Methodology, por sus siglas en inglés), que busca ayudar a los países a comprender dónde se encuentran en la escala de preparación para implementar la IA de manera ética y responsable para todos sus ciudadanos
La Recomendación establece:
"La UNESCO reconoce que los Estados Miembros estarán en diferentes etapas de preparación para implementar esta Recomendación, en términos de dimensiones científicas, tecnológicas, económicas, educativas, legales, regulatorias, infraestructurales, sociales, culturales y otras".
Dentro de este trabajo, la UNESCO en asocio con la Fundación McGovern busca aprovechar el poder de la IA para promover la igualdad de oportunidades en el mundo digital.
Como parte de la segunda parte de este proyecto con la Fundac ión McGovern, Argentina será uno de los países que adelantará la RAM como parte de sus esfuerzos en materia de IA.
La UNESCO apoyará al pa ís a través del desarrollo de un diagnóstico integral del estado actual de la IA en Argentina.
Por tal razón, la UNESCO está buscando expertos/as superiores para desarrollar la implementación del proyecto en Argentina y elaborar el informe de diagnóstico sobre el estado de situación de IA en Argentina, basado en la Metodología de Evaluación de Preparación para la IA (RAM) prevista en la Recomendación de UNESCO.
Este proceso incluirá componentes de investigación y análisis, que resultarán en informes nacionales relacionados al uso y despliegue de IA.
Estos informes se basarán en los resultados derivados de la Metodología RAM de la UNESCO y reflejarán los resultados de las consultas nacionales de múltiples partes interesadas que se organizarán en el marco de este informe, bajo el liderazgo de la Secretaría de Innovación, Ciencia y Tecnología de Argentina.
En este sentido, la UNESCO proporcionará asistencia técnica y apoyo para desarrollar la RAM como herramienta de política pública a través de la contratación de expertos/as.
La persona experta o el grupo de experto/as trabajarán bajo la autoridad general de la Directora General Adjunta del Sector de Ciencias Sociales y Humanas (ADG/SHS), y la supervisión directa del Jefe de la Sección de Ética e inteligencia artificial y de la Especialista del Programa en la oficina de la UNESCO en Montevideo.
ALCANCE DEL TRABAJO
El objetivo de esta consultoría es dirigir el desarrollo de resultados analíticos y de investigación hacia la producción de un informe del país orientado al relevamiento de la política pública de IA en Argentina.
El informe se basará en la evidencia obtenida a través del despliegue de la metodología RAM para la IA de la UNESCO y los resultados clave de las amplias consultas nacionales.
Más concretamente, la persona experta o el grupo de experto/as será responsable de:ALCANCE DEL TRABAJO
Facilitar el trabajo de un comité directivo nacional multidisciplinario que supervisará la implementación del proyecto desde el lado del gobierno.
Facilitar el despliegue de RAM, para obtener una comprensión profunda del potencial para el desarrollo de la IA, y el estado de la técnica en el país en términos de preparación institucional y regulatoria.
Preparar un informe de diagnóstico basado en los resultados del ejercicio RAMParticipar en las reuniones del comité de seguimiento del proyecto,
Organizar y coordinar al menos cuatro consultas y/o mesas de trabajo en distintas provincias de Argentina que sean representativas de las diversas regionales del país para informar el proceso de armado de hoja de ruta de la IA.
