The professional will work under the guidance of the Regional Specialist of SHS in LAC and the director of the UNESCO Montevideo office, in the context of 41/C5 (Outcome 9 and output 9.SHS5), particularly focusing on artificial intelligence, neurotechnologies, and other cutting-edge technologies, along with international recommendations and frameworks in the ethics field, collaborating with team members at Headquarters and field offices.
Scope Of The Work:
The main goal of this consultancy is to conduct research, produce analytical outputs, and engage in policy discussions to facilitate the implementation of the Recommendation in the region. Specifically, the professional will carry out the following tasks:
Offer technical, administrative, and operational aid to the Regional Specialist of SHS in LAC for executing the Recommendation on the ethics of artificial intelligence (AI) in Latin America and the Caribbean (LAC). Assess and suggest ways to integrate the Recommendation into various practical tools under development in the region.Assess the evolution of Readiness Assessment Methodologies (RAM) in LAC Member States for updating or crafting AI national strategies. Provide technical support to LAC Member States towards implementing the Recommendation and crafting or revamping AI governmental strategies.Contribute to the creation of informative materials related to artificial intelligence, neurotechnologies, and other emerging technologies focusing on their ethical and responsible application.Support in setting up the Intergovernmental Council on Artificial Intelligence for Latin America and the Caribbean, aligned with the UNESCO Recommendation on the Ethics of AI, and manage it post-establishment. Assist UNESCO's Business Council on AI and Ethics technically and operationally in executing the Recommendation within the private sector. Particularly, assist in the process of developing the Ethical Impact Assessment (EIA) by the Council's members.Facilitate the identification, distribution, and communication of best practices regarding AI ethics in corporations, through various means such as webinars, policy briefs, blog articles, among others.Participate in and lead workshops, consultation sessions, meetings with authorities and experts, and public events and presentations as required.Deliver technical and administrative support in reviewing papers, presentations, policies, and other technical materialsQualification Requirements:
Education:
Advanced university degree (Master's or equivalent) in public policy, economics, law and technology, or other relevant fields. Work experience:
A minimum of five years of professional experience in government, multilateral organizations, and research institutions.A minimum of four years of proven experience in the ethical, legal, social, and governance aspects of artificial intelligence and related digital technologies at national and/or international level. Demonstrated track record in conducting research and analysis and/or executing programs/projects on the ethical, legal, social, and governance aspects of artificial intelligence and related digital technologies, as well as standards related to these issues. Experiences in creating policy-oriented reports or recommendations are highly preferred. Skills:
Solid understanding of the ethical, legal, social, and governance aspects of artificial intelligence and related digital technologiesComprehensive knowledge of the governance dynamics of AI in the implementing country, inclusive of policies, legislative and regulatory frameworks, institutional mechanisms, organizational structures and processes, and initiatives by different stakeholders in this domain. Experience in conducting policy reviews and assessments both qualitatively and quantitatively on subjects related to AI governance or related digital technologiesDemonstrated ability to draft clear and concise content, producing top-notch policy-oriented analyses and synthesis documents.Languages:
