The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP's Regional Office for Latin America and the Caribbean (ROLAC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.
This position is located in the Sub-Regional Southern Cone Office located in Montevideo, Uruguay. The incumbent serves as the advocate for the region and guides the development of a strategy for the effective implementation of UNEP programmes and projects in the sub-region, in cooperation with governments and operational partners in the sub-region. Under the direct supervision of the Regional Director, the incumbent will perform the following duties:
**Responsibilities**:
1. Oversee the development of sub-regional partnerships and carry out high level consultations with governments, regional and sub-regional organizations, private sector, major groups and stakeholders, including NGOs and other UN organizations, as well as donors, on environmental programmes and projects in the sub-region, with a focus on enhancing the capacity of countries in the sub-region, at their request, to integrate environmental considerations into their national, sub-regional and regional development processes.
2. Analyse programme or project mandates and in close cooperation with the regional sub-programme coordinators prepare specific work programmes for the sub-region in accordance with approved goals and objectives.
3. Evaluate policy and programme needs and mechanisms for the delivery of products and services to meet the needs of the sub-region; ensure that sub-regional priorities are given precedence.
4. Advise the Regional Director on policy initiatives and programme issues for interagency consultations including regional UN Development Group (UNDG) and intergovernmental meetings of ministers or other high level officials taking place within, and concerning, the sub-region.
5. Undertake fundraising efforts to support implementation of UNEP’s programme of work in the sub-region.
6. Monitor progress of activities and projects in the sub-region and assess the appropriateness and effectiveness of results achieved.
7. Organize group meetings and training workshops targeted at decision-makers in government, industry or communities.
8. Assist governments in the sub-region in co-ordinating and in organizing and convening intergovernmental meetings of policy makers and technical experts to formulate, adopt and implement sub-regional and national environmental programmes and/or projects.
9. Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
10. Perform other duties as required.
