Job Title: Technical Advisor

FAO is seeking a highly skilled and experienced Technical Advisor to support the implementation of a project focused on water resources management and rural development in the Merín Lagoon Basin.

Key Responsibilities:
  • Lead the technical planning, coordination, and monitoring of project outcomes, outputs, and activities in coordination with national project directors.
  • Prepare project work plans for approval by the LTO and Steering Committee.
  • Provide technical guidance to executing partners, technical service providers, and experts to ensure activities are implemented using relevant FAO instruments.
  • Assess, review, and approve deliverables of GEF-financed national technical specialists and executing partners.
  • Ensure technical alignment of project objectives with programs implemented by partner institutions and organizations.
  • Support organization and facilitation of bi-national meetings and ensure high-level collaboration between participating institutions.
  • Supervise project M&E and communications plans, including incorporation of gender considerations.
  • Prepare project implementation review (PIR) and semi-annual, annual, and final reports.
Requirements:
  • University degree in agronomy science, economy, rural development, biology, natural resources management, environmental management, or related matters.
  • Overall professional experience of 8 years in the environmental field and/or rural development.
  • Working knowledge of Spanish and limited knowledge of English. Working knowledge of Portuguese is highly desirable.

Technical/Functional Skills:
  • Work experience in international environments and implementing a gender approach.
  • Experience in binational processes for creation and/or strengthening of binational governance.
  • Knowledge in integrated water resources management.
  • Knowledge of the context of the Merín Lagoon Basin or watershed management in this region is desirable.
