FUNCTIONS OF THE POST

The UNESCO Regional Office in Montevideo, Uruguay, plays a pivotal role in assisting governments and stakeholders across Argentina, Bolivia, Paraguay, and Uruguay in various domains of UNESCO's mandate. The office is dedicated to empowering individuals, preserving nature, and fostering social cohesion through initiatives in education, culture, sciences, and communication. It provides strategic policy advice, promotes standards, enhances capacities, and facilitates the exchange of knowledge and best practices.

Currently, the office is amplifying its resource mobilization initiatives to broaden its impact in the aforementioned countries, where UNESCO's mission is increasingly significant. A consultancy is required to bolster and systematize the office's resource mobilization efforts, particularly focusing on Villa Ocampo (Argentina).

Purpose of the Assignment

The consultancy aims to develop, coordinate, and implement the Resource Mobilization Strategy for the UNESCO Regional Office in Montevideo, aligning with the broader Resource Mobilization Strategy of the Organization.

Duties/Tasks and Expected Outputs:

  • Continuously monitor and update the resource mobilization plan in collaboration with the Office Director and program staff.
  • Identify niche areas and partnership opportunities with bilateral and multilateral donors, the private sector, and other stakeholders, focusing on themes such as culture, artificial intelligence, water resources, and biodiversity in the context of climate change.
  • Formulate a targeted strategy to secure funding for the sustainability of the Villa Ocampo Antenna in Argentina.
  • Collaborate with fundraising counterparts in National Offices linked to Montevideo (Lima and Brasilia) and other LAC region offices to raise funds for shared initiatives.

Additional Responsibilities:

  • Assist in creating a steady pipeline of impactful proposals aligned with UNESCO's program and budget.
  • Support the Director in establishing UNESCO as a key partner for Ministries and other stakeholders.
  • Engage in external meetings to uncover fundraising opportunities, particularly within UNCTs and thematic groups of technical and financial partners.
  • Identify and update the donor mapping in the resource mobilization plan, focusing on new partners and donors aligned with UNESCO's priorities.
  • Establish a system for regular sharing of donor intelligence.

Donor Engagement:

  • Proactively reach out to donors by organizing meetings and conducting outreach with strategic private sector partners.
  • Contribute to the development of communication products as necessary.

Proposal Development:

  • Guide program staff in drafting concept notes for initial donor approaches and refine these based on donor feedback.
  • Assist in the preparation of comprehensive proposals and support the submission process, ensuring compliance with UNESCO's regulations.
  • Develop specific sponsorship programs as needed.

Expected Deliverables:

  • Regular updates to the resource mobilization plan, including donor mapping.
  • Progress reports on project proposals.
  • Internal newsletters featuring donor intelligence.
  • Coordination meetings with the office director and program sectors.
  • Participation in external meetings to identify fundraising opportunities.

REQUIRED QUALIFICATIONS

  • University degree in a relevant field.
  • In-depth knowledge of the countries under the office's responsibility and their donor landscape.
  • Demonstrated experience in resource mobilization within these countries.
  • Strong conceptual and communication skills, with the ability to distill complex information into clear messages.
  • Proficient drafting skills in English and Spanish.
  • Familiarity with UNESCO's fundraising strategies is advantageous.
  • Experience in resource mobilization with UN entities is a plus.
  • Knowledge of relevant UNESCO frameworks and program documents is beneficial.

ADDITIONAL INFORMATION

The consultancy is for a maximum of 11 months, with monthly deliverables outlined above. The consultant will report to the Director of the office. The assignment can be conducted remotely or in a hybrid manner, with in-office presence encouraged for coordination purposes.
