BACKGROUND INFORMATION
The Office of the UNESCO Regional Advisor for Communication and Information for Latin America and the Caribbean (RA LAC) based in UNESCO’s Regional Office in Montevideo is responsible for defining, implementing and evaluating priorities, programmatic strategies, projects and activities for the LAC region in the fields freedom of expression, access to information and safety of journalists. The Office of the RA LAC leads/facilitates the LAC field CI team and other multi-disciplinary/intersectoral teams in the achievement of priorities, policy development, mobilizing resources, maintaining and pursuing strategic partnerships and promoting programmatic work in order to deliver a comprehensive strategy in the fields of freedom of expression, media development and access to information.
The Contractor will work under the direct supervision of UNESCO Regional Advisor for Communication and Information for Latin America and the Caribbean (RA LAC) and under the overall authority of the Director of the UNESCO Regional Office in Montevideo.
DUTIES AND RESPONSIBILITIES
Contributing to designing, implementing, monitoring and evaluating projects and activities in the CI area (freedom of expression, access to information, safety of journalists, media development, fighting disinformation, digital rights and Internet governance, artificial intelligence, digital transformation, among others).
Organize and follow-up an effective M&E system that tracks programme implementation, identifies results, and applies indicators to the work of the office, and prepare thematic and country reports using Results Based Management tools;
Develop project proposals for potential funders in the fields of freedom of expression, access to Information, safety of journalists and digital transformation; Identify and assist partners in the region in preparing project proposals for UNESCO’s programmes in these fields.
Prepare and/or participate in conferences, seminars, webinars and other events;
Assist in the quality control processes of knowledge outputs, such as publications and reports;
Prepare thematic and country-based briefings and reports for senior staff and governing bodies.
REQUIRED QUALIFICATIONS
**Education**: Master’s Level in communications, media studies, journalism, international relations, human rights, law or related field. A first-level university degree in combination with relevant experience may be accepted in lieu of an advanced university degree.
**Work experience**:
Work experience in a national CSO, NGO or international organization dealing with freedom of expression, media or human rights issues. Relevant professional work experience in project management in the field of communication and/or information will be an asset.
In-depth knowledge of major issues at stake in the fields of freedom of expression, access to Information, digital rights, and safety of journalists, including legislation frameworks, case law and international standards. Good understanding of issues and challenges such as disinformation, governance of Internet platforms, hate speech and media viability is also required;
In-depth knowledge of Results-Based-Management and formulation of theory of change for projects and interventions ;
Good knowledge of the UN system, and of UNESCO’s CI mandate;
